How is ballast water managed and treated on board a ship?

Under the Ballast Water Management Convention, ships manage ballast water either by mid-ocean exchange or, increasingly, by treating it through an approved system before discharge.

Ballast water management is about handling the seawater a ship takes into its tanks for stability, trim and stress control so that it does not carry living organisms from one coastal ecosystem to another. Water pumped aboard in one port is full of larvae, plankton, cysts and bacteria, and species released alive elsewhere have caused serious ecological and economic damage, zebra mussels and toxic algal blooms being classic examples. The IMO Ballast Water Management Convention therefore requires every ship to manage its ballast to a defined standard, carry an approved Ballast Water Management Plan, keep a Ballast Water Record Book, and hold an International Ballast Water Management Certificate.

Two compliance methods exist. Ballast water exchange, the D-1 standard, replaces coastal water with open-ocean water at least 200 nautical miles from land and in water at least 200 metres deep, on the basis that oceanic and coastal organisms do not survive in each other's habitat. It is done either by the sequential method, emptying and refilling each tank, or by the flow-through method, pumping three tank volumes through an overflowing tank. Exchange demands careful planning, because emptying large tanks at sea changes stability, trim, bending moments and shear forces, and sloshing in slack tanks can damage structure in a seaway.

Exchange is now only a fallback. The D-2 standard requires a type-approved ballast water treatment system that limits the number of viable organisms discharged. Most systems filter the water at uptake, typically to around 40 to 50 microns, then disinfect it by ultraviolet irradiation or by electrochlorination; chemical systems must neutralise residual oxidant before discharge, and UV systems normally treat again on deballasting.

For the watchkeeper the practical duties are to follow the plan exactly, log every uptake, treatment, exchange and discharge with positions and volumes, keep the treatment system maintained and its sensors calibrated, and never bypass it because it is inconvenient. Port State Control inspects the certificate, plan and record book and can sample the discharge; detentions and fines for inoperative systems or false records are increasingly common. If the system fails, report it, record it, and agree a contingency with the flag and port state before deballasting, such as exchange plus treatment or discharge to a shore facility.
