A hot work permit is the permit-to-work document that controls any job producing heat, flame or sparks (welding, flame cutting, grinding, soldering and similar work) anywhere outside a designated safe space such as the engine room workshop. The reason for the formality is history: fires and explosions during hot work, above all on tankers and in or near tanks, pipelines and fuel systems, have destroyed ships and killed crews, usually because flammable vapour was present where someone assumed it was not.

The permit forces the assumptions to be tested before the first spark. Before issue, the work area and the surrounding spaces are inspected and, wherever a flammable atmosphere could exist, tested by a competent person with a calibrated gas meter; hot work standards require the atmosphere to be effectively free of flammable vapour, with common industry guidance demanding readings below one percent of the lower flammable limit in the space concerned. Combustible materials are removed or protected, tank residues and oil are cleared, and the far side of any bulkhead, deck or tank top being worked is checked, because steel conducts heat straight into the adjacent compartment; many hot work fires start in the space nobody looked into. Adjacent tanks may need to be cleaned, gas freed, inerted or kept pressed full. The fire main is charged, extinguishers and a hose are at the site, and a dedicated fire watch is posted, briefed to stay through the work and for a period after it ends, since smouldering ignition can take hold well after the torch stops.

The permit itself records all of this: the exact location, the exact work, the gas readings and their times, the precautions, the people involved, and a validity limited in time. If conditions change or the work stops for a break, the atmosphere is re-tested before restarting. On tankers, hot work sits inside the wider framework of ISGOTT and company procedures, normally requiring approval from the office ashore, and hot work in cargo areas is a last resort planned in detail.

For the working engineer the discipline is simple to state: no permit, no hot work, however small the job, and the officer signing the permit must personally verify the conditions rather than sign a form. When the job is finished, the site and the adjacent spaces are checked again for heat and smouldering before the permit is closed out. Most hot work fires trace back to a shortcut on exactly one of these steps.
