Full Definition
The master commands the vessel and bears personal responsibility for safe navigation, cargo operations, crew welfare, and regulatory compliance. The master holds a STCW Class I certificate of competency (Master Unlimited). Legal authority includes: in an emergency, the master may override the shipowner's instructions; can detain persons on board; must render assistance to those in distress at sea (SOLAS V/33). The master signs bills of lading on behalf of the shipowner and tenders the Notice of Readiness on arrival.
