What Are Plimsoll Lines? Reading a Ship's Load Line Marks
Plimsoll lines mark how deep a ship may legally load. How to read the circle, the TF to WNA scale, and why freeboard keeps ships alive at sea.

So what are Plimsoll lines? They are the load line markings painted amidships on both sides of a merchant ship's hull. The mark is a circle with a horizontal line through its center, showing the deepest point to which the vessel may legally be loaded in summer seawater. If that line goes under, the ship is overloaded, and port state control in any Paris or Tokyo MOU port will treat it as a detainable deficiency.
The circle never stands alone. Beside it sits a vertical ladder of shorter lines that adjust the legal limit for season, zone and water density. Reading them correctly is a daily discipline for mates and a routine check for port state control inspectors.
How to read Plimsoll lines mark by mark
The circle is 300 mm (12 in) in diameter, cut by a horizontal line whose upper edge marks the summer load line. Letters beside the circle identify the classification society that assigned the freeboard, such as LR for Lloyd's Register or AB for the American Bureau of Shipping.
Forward of the circle sits the load line grid. From top to bottom the marks read TF, F, T, S, W and WNA: tropical fresh water, fresh water, tropical seawater, summer, winter and winter North Atlantic. Each one is the legal maximum draft for that condition.
The deck line, a horizontal band at the level of the freeboard deck, completes the picture. The vertical distance from the deck line down to the summer mark is the ship's assigned summer freeboard.
Tankers and ships assigned timber freeboards carry additional marks, and vessels trading only on domestic routes or the Great Lakes may show national variants. The principle is the same everywhere: one glance at the waterline tells an inspector whether the ship is legal.
Why freeboard is a life and death number
Freeboard is reserve buoyancy. The hull volume above the waterline is what keeps a ship afloat and stable when waves board her, when a hold floods or when heavy weather drives her bow under. Cut the freeboard and you cut the margin that absorbs damage and bad luck.
Overloading also changes behavior. A deeply loaded ship rises more slowly to a sea, takes more water on deck and puts higher stresses through the hull girder. The load line rules exist because thousands of seafarers died on overloaded ships before the limits became law.
Seasons, zones and water density
The oceans are mapped into load line zones: tropical, summer and winter areas, plus seasonal areas that switch with the calendar. A ship must be at or above the correct mark when she enters each new zone, which masters plan for at the loading port.
Density drives the fresh water marks. Salt water is taken at 1.025 tonnes per cubic meter, so a hull floats deeper in fresh water. The F and TF marks let a vessel loading in a river port submerge the summer mark by her fresh water allowance, knowing she will rise to the legal line when she reaches the sea.
The WNA mark gives smaller ships, generally those of 100 meters (328 ft) or less, an extra margin for winter passages across the North Atlantic, the harshest regularly traded water on the planet.
Samuel Plimsoll and the 1966 Load Line Convention
The mark carries the name of Samuel Plimsoll, the British member of Parliament whose campaign against overloaded coffin ships forced compulsory load lines into UK law in the 1870s.
Today the rules are international. The International Convention on Load Lines was signed in London on 5 April 1966 and entered into force in July 1968, later amended by the 1988 Protocol. It standardized how freeboard is calculated, accounting for hull strength, sheer, superstructure and the protection of hatches and openings.
Flag states issue an International Load Line Certificate after survey, and classification societies verify the freeboard calculation and the marks. Port state control treats a submerged load line seriously: an overloaded ship can be detained until cargo comes off, and the deficiency follows the operator through inspection databases.
What watchkeepers actually check
Before sailing, the officer on cargo watch reads drafts at the forward, aft and midship marks, works out the mean draft and checks it against the applicable line for the voyage's zones and season. Hog, sag and dock water density corrections all enter the sum.
