What Is NAVTEX? How the 518 kHz Safety Broadcast Works on Watch
NAVTEX broadcasts navigational warnings, weather and SAR information to ships within about 250 miles of the coast. Message format, setup and common errors.

What is NAVTEX? Short for Navigational Telex, it is an automatic service that broadcasts Maritime Safety Information to ships in coastal waters using narrow-band direct printing on 518 kHz. A receiver left switched on will print or display navigational warnings, meteorological warnings and forecasts, search and rescue alerts and other urgent safety messages for the area the ship is in. The bridge team needs to do nothing beyond keeping it configured correctly.
It became a core element of the Global Maritime Distress and Safety System, the international framework for distress alerting and safety communications, in February 1999.
The design intention is unattended reception. NAVTEX is the reason a watchkeeper does not have to sit through voice broadcasts on a schedule to learn that a buoy is off station or a gale warning has been issued.
The three frequencies and what runs on each
- 518 kHz is the international service. Every transmission on it is in English, which is what makes it usable by a foreign-flag ship anywhere in the world.
- 490 kHz is used for national services, usually in the coastal state's own language, and often carries more detailed local forecasts.
- 4209.5 kHz is used in some regions where the medium frequency service is impractical.
Transmissions use seven-unit forward error correcting narrow-band direct printing, which lets the receiver detect and discard corrupted characters instead of printing them. A NAVTEX printout with question marks or gaps is showing you exactly where reception was poor.
How far NAVTEX actually reaches
Stations are planned around a nominal range of 250 nautical miles, and the forecast content is expected to cover that radius. In practice, and particularly at night when medium frequency propagation improves, useful reception at 400 miles is common. That extra range is a mixed benefit, because it also brings in stations the ship has no interest in and can crowd the timeshare slots.
Coverage is coastal, not global. Major coverage regions include the North Sea and northwest European waters, the Mediterranean, North American coastal waters and the seas around Japan. Ocean areas beyond NAVTEX range are served by satellite MSI broadcasts carrying NAVAREA warnings, which is why a deep sea ship needs both systems working.
Reading the message header
Every NAVTEX message opens with the characters ZCZC followed by a four-character group, and ends with NNNN. The four characters carry all the routing information.
- B1 is a single letter identifying the transmitting station. Each station in a region has its own letter and its own timeshare slot.
- B2 is the subject indicator. A is navigational warnings, B is meteorological warnings, C is ice reports, D is search and rescue and piracy information, E is meteorological forecasts, F is pilot service messages, and further letters cover electronic navigation aid status and other services. Z means the station has no messages on hand.
- B3B4 is a two-digit serial number. The receiver stores it so an already-received message is not reprinted when the station repeats the broadcast.
Two rules follow from that structure and both matter operationally. Categories A, B and D cannot be rejected by the receiver, because navigational warnings, meteorological warnings and distress information are never optional. Serial number 00 is reserved for messages of vital importance and is always printed, even if it has been received before.
Setting the receiver up properly
A NAVTEX receiver that is switched on is not necessarily working for you. It has to be told which stations to accept.
- Select the station letters relevant to the passage and deselect distant stations that would otherwise fill the memory with irrelevant traffic.
- Update the station selection at every significant change of area, ideally as part of the passage plan rather than as an afterthought when messages stop arriving.
- Leave the message categories at their default. Suppressing a category to reduce paper consumption is a habit that has appeared in more than one incident report.
- Check the receiver has an antenna connection that is actually serviceable. A corroded whip or a chafed feeder degrades reception long before the set reports a fault.
- On printer models, confirm paper and ribbon at the start of each watch. On display models, confirm that unread messages are being reviewed rather than simply accumulating.
Where NAVTEX fits with the rest of the MSI picture
NAVTEX is one input, not the whole picture. Within coastal waters it complements VHF and MF safety broadcasts made by coast radio stations and coastguards. Outside NAVTEX range, the satellite MSI service delivers NAVAREA and METAREA warnings for the ocean areas defined by the international coordination scheme. Long-term information reaches the ship through Notices to Mariners and chart updates.
The bridge team's job is to reconcile them. A navigational warning received by NAVTEX must be transferred onto the working chart or the ECDIS and onto the passage plan if it affects the intended track, and it must be logged. A warning that is printed and filed without being plotted has achieved nothing.
Common failures worth checking today
- Categories switched off. Check what has been suppressed on the set, and by whom.
- Wrong stations selected. Ships that have been trading in one region for months frequently carry a stale selection into a new area.
- Messages never plotted. Printouts stacked on the chart table with no annotation showing they were actioned.
- No handover. New messages should be part of the watch handover briefing, not something the next officer discovers hours later.
- Radio survey findings ignored. Antenna insulation and earthing defects raised at a radio survey are the usual root cause behind poor reception at range.
